Request for proposal and qualifications (RFP) to renovate the historic St. Augustine Beach Hotel in St. Augustine, Florida.

BACKGROUND AND OVERVIEW

The mission of the St. Johns County Cultural Council (SJCC) is to provide support to local artists and arts organizations; to promote St. Johns County as a premier destination for cultural travelers, and to ensure that the lives of residents and visitors alike are enriched by opportunities to experience arts and culture. As part of this mission, the SJCC manages the St. Augustine Beach Hotel building.

Originally constructed as a Works Progress Administration project in 1939-40, it now houses a dance school, art studio, and gallery. The building is listed on the National Register of Historic Places for its national significance as the location of beach wade-ins protesting segregated beaches in June 1964.

 Scope of work, project documents, and clarifying questions are below.

SCOPE OF WORK

Project Purpose

The project consists of two phases of renovation (see below). We are willing to accept cost estimates for Phase 1a only. See the downloadable Cost Worksheets below.

Phase 1a:

  • Replace and install windows/door
  • Restore Balcony
  • New exterior awnings
  • Repairing/replacing exterior columns
  • Exterior painting as needed for windows

Phase 1b:

  • Elevator shaft construction
  • Electrical upgrades including 3-phase power
  • Upgrade HVAC and ductwork on 1st floor
  • Move and reinstall conductor units, new enclosure
  • Refinishing stairs to 2nd floor
  • Waterproofing coquina

Phase 2:

  • Installing elevator equipment and cab
  • Finish 2nd floor (art studios & bathrooms)
  • Install HVAC and ductwork on 2nd floor
  • Convert septic to County sewer
  • Miscellaneous necessities

Schedule & Deadline for Proposal Submittal – Updated July 26, 2023

  • Pre-Proposal site visit Access July 14th from 10 AM to 12 PM (non-mandatory)
    • Meet at the north side of the building, near the Art Studio
  • Request for Clarification/Questions due by July 28th
  • Questions/Addenda answered by August 1st
